Free music making software?

I want software with prerecorded techno sounds and bass lines. I would like to make dance music, I have used acid in the past and I was wondering if there's something better if I decide to buy some software.

I'm unsure about a program like that on the PC, but the MAC has Garageband, which does all of those features.
