You can even out the volumes between different mp3's (say, between an album of songs, or across your whole collection if you so desired), using a program called mp3gain (google it, it's free).

To increase apparent loudness you can try opening it with an audio editing program that supports VST plugins and using a loudness maximizer plugin of some sort. That's a step I wouldn't necessarily take it to, though, since a lot of songs are already mastered to a pretty high degree of "loudness" already (ie are already compressed near to death).

There are programs that can "normalize" the volume level of an mp3... I don't suggest using these, because yes, they will maximize the volume of an mp3, but that can easily cause huge volume discrepancies between different songs. It's better to use mp3gain, which uses A-weighting (psychoacoustic stuff) to level out the apparent volume vs just boosting the file to 0 db (or -0.1 db, whatever they normalize to).

Well, if you have iTunes, you can open your library, find the song, and right click it.

The first option on the drop-down list will be "Get Info." Click that.

The fourth tab on the top of the pop-up screen says "Options." Click that, then adjust the volume of the sound accordinly using the ticker.
