A decent full-sized electronic set would run you closer to $300.00. Sam's Club sells a brand called Sound X that sounds better than some much more expensive drums I've heard. Has a nice pro-style pedal / trigger for the kick drum...

It really dosn't pay to buy garbage when buying any type of musical instrument, maybe even more so for a beginner. If it doesn't play well or sound really good when you get something right... there's no point putting effort into playing it. That's the whole point of a musical instrument. Anybody would lose interest.
There is a very decent option in your price-range if you can't do a full-sized set (but that would be WAY more fun).
For under $150.00... there is the Awowo Live Drums Plus. Really, it's the only decent set out there at that price. You can actually do quite a bit with one of these and have a lot of fun. The small size isn't quite as fun to play as a full-sized set... The pads don't have perfect "bounce" for super fast playing... The pedals aren't the best and can sound double beats or fail do sound if you don't hit them quite right... The sound of the set is very good for the price though. It has a jack for headphones and an input jack for a personal audio player. Jamming along with some favorite songs is very fun, a good way to learn and like I said, the sound is pretty good on these.
There are models with and without a built-in digital recorder for a small price difference.
